Climate change is one of the biggest challenges we face. According
to the Fourth Assessment Report of the Intergovernmental Panel on Global on
Climate Change - IPCC developed in 2007, human activity burning fossil fuels, land
use change, etc. contribute significantly increased levels of emissions of
greenhouse gases in the atmosphere causing warming and climate change in its
composition.
The impact of climate change is reflected in: increasing average temperature significant regional variations, loss of water resources for the population, reducing the volume of ice caps, rising sea levels, changing hydrological cycle, seasonal changes in development, increased frequency and intensity of extreme weather events, reducing biodiversity. In 1992Romania signed
the United Nations Framework Convention on Climate Change (UNFCCC), ratified by
Law no. 24/1994, committing to act to stabilize greenhouse gas concentrations
in the atmosphere at a level that would prevent anthropogenic interference with
the climate system. Also, Romania
has signed the Kyoto Protocol in 1999 the first parties to the UNFCCC Annex I
which ratified by Law no. 3/2001. Dereducere commitment amount of emissions of
greenhouse assumed Romania
for the period 2008 - 2012 is 8%, considering the level of emissions in 1989 as
the reference level. Since 2002, Romania annually submit to the UNFCCC
Secretariat, the national inventory of emissions of greenhouse gases produced
according to IPCC methodology, using common reporting format for all countries.
According to the international obligations assumed, the last Romania 's
national inventory was submitted in 2010 and contains estimates of emissions of
greenhouse gases for the period 1989-2008. Total emissions of greenhouse gases excluding
land use sector contribution, land use change and forestry decreased by 46.89% in
2008 compared to 1989 emission levels.
